Official Launch of the National ICT Policy & National Cybersecurity Strategy

April 17 2026 (Apia, Samoa) – The Government of Samoa today officially launched the National ICT Policy 2025/26-2030/31 and the National Cybersecurity Strategy 2025/26-2030/31 at the Closing of Samoa Digital Week 2026, held at Sheraton Aggie Grey’s Hotel.

The ceremony was opened with prayer and devotion led by Reverend Lapana Laupua Sale, grounding the occassion in the spiritual values and cultural traditions that guide national life.

The Deputy Prime Minister, Hon. Mulipola Anarose Molio’o, officially launched the two policy documents by cutting the ribbon, in the presence of Cabinet Ministers, the Diplomatic Corps, government officials, and ICT practitioners from across Samoa.

“Samoa must move from vision to implementation. These are not just policy documents. They are the building blocks of Samoa’s digital future and the framework for implementation, coordination, and accountability.” – Minister of MCIT, Hon. Agaseata Valelio Tanuvasa Peto Tanuvasa.

The Minister underscored in his keynote that digital transformation goes beyond technology – requiring leadership, coordination, and accountability across all levels of government, so that every Samoan experiences a connected, user-centred public service.

Key remarks were also delivered by the UN Resident Coordinator, H.E. Karla Hershey, ITU Regional Director, Dr. Atsuko Okuda and World Bank Representative, Ms. Antonia Wong, each affirming the importance of the two frameworks and the continued support of their respective organisations for Samoa’s digital transformation agenda.

Together the two frameworks address:

  • Digital public infrastructure, connectivity, and the One Government Portal
  • Digital ID and Digital Payment Infrastructure
  • Cybersecurity governance, incident response, and critical infrastructure protection
  • Digital skills, inclusion, and community capacity
  • The role of artificial intelligence in public service delivery, financial inclusion, disaster preparedness, and climate resilience
  • Policy, regulation and institutional coordination

Both policies were developed in broad consultation with government agencies, the private sector, civil society, and international partners.
